Bushenyi CAO Expresses Concerns Over Slow PDM Fund Distribution
Phionah Sanyu, the
Chief Administrative Officer for Bushenyi District, has voiced
concerns over the laxity and negligence of parish chiefs and Parish Development
Model Committees in disbursing PDM funds to beneficiaries. This has resulted in
a backlog of payments, leaving Bushenyi among the
worst-performing districts.
Speaking at an evaluation
and review meeting held at the district multipurpose hall with Sub County
Chiefs, local leaders, Parish Development Model Committee members, district
technical staff, and stakeholders, Sanyu highlighted that delays in
beneficiary approvals by parish chiefs have contributed to Bushenyi being
listed among the 13 poorly performing districts.
Gordon Tumuhimbise,
the Bushenyi District PDM Focal Person, attributed the district's
poor performance to insufficient operational funds, system challenges, and
inadequate network coverage in remote parishes which can be difficult
to access. He noted that the district has received over Shs. 11 billion
for PDM, benefiting approximately 8,212 households and involving 52 registered
PDM savings and credit cooperatives (SACCOs).
Jaffari Bassajjabalaba, the LC5 Chairperson
of Bushenyi District pointed to the failure to adhere to the
seven PDM pillars and the exclusion of political leaders as reasons for the
subpar performance. He emphasized the need for increased efforts to ensure that
residents receive their PDM funds.
